ARISE Business Analyst, Chika Mbonu, has questioned the selection and technical competence of the concessionaire handling the 125-kilometre Benin-Asaba Expressway project.
Speaking during an interview with ARISE NEWS on Wednesday, Mbonu questioned whether the concessionaire’s technical capacity was properly assessed before the contract was awarded.
“The technical capacity of the concessionaire, whether it was properly assessed before the concession was awarded, is something that needs to be looked at.”
Mbonu said the Infrastructure Concession Regulatory Commission, ICRC, has a structured framework for selecting concessionaires, raising questions about how the company was selected for the project.
“The ICRC, the Infrastructure Concession Regulatory Commission, has a very structured framework for selecting concessionaires. How was this guy selected?”
He also questioned how the concessionaire’s technical competence was assessed, particularly in light of concerns over its capacity to execute the project.
“Now they have been tagged technically incompetent. So what process did they go through?”
Mbonu stressed the importance of properly assessing a concessionaire’s technical capacity before awarding it a major infrastructure project.
“So we need to make sure that the right contractor is selected, properly assessed and adequately supervised to deliver the project to the required standard.”
