Norway says it plans to provide Ukraine with a further 85 billion Norwegian crowns, equivalent to about $9.2 billion, in financial support in 2027.
The proposed funding, which matches the amount allocated to Ukraine in 2026, was announced by the Norwegian government on Sunday.
Norwegian Prime Minister Jonas Gahr Støre, alongside leaders from the Nordic and Baltic countries, is visiting Kyiv in a show of solidarity with Ukraine amid its ongoing war with Russia.
Støre said the funding would support both Ukraine’s military and humanitarian needs.
“Supporting and rebuilding Ukraine is not assistance alone. It is an investment in Europe’s own security,” Støre said in remarks released by the Norwegian government in Oslo.
The announcement comes as tensions between Russia and Ukraine continue to escalate, with both sides intensifying drone attacks targeting critical economic infrastructure.
Russian President Vladimir Putin said on Saturday that Ukraine had opened a “Pandora’s box” by carrying out strikes against Russian economic targets.
Putin warned that Moscow would retaliate by targeting what he described as Ukraine’s “most sensitive economic sectors”.
Russia and Ukraine have increasingly targeted economic and energy infrastructure with drone strikes, including sites located far from the front lines.
The escalation comes as the war approaches its four-and-a-half-year mark, with fighting continuing despite international efforts to support Ukraine and bring the conflict to an end.
