The United Kingdom announced on Thursday that Paris will serve as the headquarters for a newly formed international coordination group—dubbed the “coalition of the willing”—to support Ukraine in the event of a ceasefire with Russia.
The decision follows French President Emmanuel Macron’s three-day state visit to Britain, during which both nations reaffirmed their long-term commitment to Ukraine. British officials stated that preparations for a possible ceasefire should continue “on an enduring, business as usual footing,” to ensure that a multinational force can be deployed immediately after hostilities end.
As part of the planning process, Macron and UK Prime Minister Rishi Sunak held virtual talks with Ukrainian President Volodymyr Zelenskiy, other global leaders, and senior US representatives including Special Presidential Envoy General Keith Kellogg, Senator Lindsey Graham, and Senator Richard Blumenthal.
According to the joint statement, the Paris-based headquarters will be jointly led by Britain and France, managing all tactical and operational logistics for the coalition’s response. After the initial 12 months, leadership will rotate to London. Plans are also underway to establish a long-term coordination cell in Kyiv.
The move reflects growing efforts among Western allies to prepare not just for wartime support, but also for what comes after—ensuring Ukraine’s security and sovereignty in a post-conflict future.
