France Leads Talks With 35 Nations On Post War Hormuz Mission To Restore Shipping

France consults 35 countries on Hormuz security plan as global concern grows over oil route disruption after conflict.

France has initiated discussions with about 35 countries on a potential mission to reopen the Strait of Hormuz once the conflict involving the United States, Israel and Iran comes to an end.

The talks, led by France’s Armed Forces Chief Fabien Mandon, were held via a large-scale video conference involving countries from across all continents, according to the French defence ministry.

The consultations reflect growing concern among Western allies that Iran could continue to threaten the strategic waterway even after hostilities cease. The Strait of Hormuz carries about a fifth of global oil supplies, making it one of the world’s most critical energy routes.

Shipping activity in the area has slowed significantly following Iranian strikes on vessels during the conflict with the United States and Israel.

French officials described the initiative as strictly defensive.

“This initiative, independent of the ongoing military operations in the region, is strictly defensive in nature,” the statement said.
“Its purpose is to organise the resumption of shipping through the Strait of Hormuz once hostilities have ceased.”

Separate talks were also held at the naval level. Admiral Nicolas Vaujour confirmed discussions with 12 counterparts, including officials from Britain, Germany, Italy, India and Japan.

“We are exchanging views on issues related to freedom of navigation and maritime security, as the sea is a vital artery for our global economy and regional stability,” he wrote on X on Thursday.

France and Britain are emerging as key coordinators in planning for a potential mission. President Emmanuel Macron has suggested that any operation could be conducted within a United Nations framework, stressing that efforts would only proceed after fighting subsides, and in consultation with insurers, shipping firms and Iran.

France has already deployed significant military assets to the region, including an aircraft carrier strike group in the eastern Mediterranean, two helicopter carriers and eight warships in the Middle East.

The United Kingdom is also working with allies on what Prime Minister Keir Starmer described as a “viable” plan to reopen the strait, though he acknowledged the challenge without a broader de-escalation.

Military officials say any operation would likely begin with mine clearing, followed by efforts to secure safe passage for oil tankers. Demining is expected to be a major challenge, with sources indicating that the United States lacks sufficient capacity to handle the task alone.
